Thank you for the documentation it includes more than the WHMCS documentation.

The PayPal IPN Settings can be found by logging into your PayPal account then Under the 'My Account' tab click on the 'Profile' link. Do not click on anything that appears on the drop down menu. Then click on 'My selling tools' located in the left hand column. From there underneath the 'Getting paid and managing my risk' content you will find the text 'Instant payment notifications'. Click on the 'Update' link to enter your information.

However when I went to the WHMCS to click the PayPal box I could not find it in my Products/Services Groups.
