Can I easily upgrade to v4 without any assistance from HostGator?

Yes of course. You can use the latest version and you don't need to do anything to your license. You can download from your WHMCS installation's client area, same as always, and upgrade by following the instructions included.

You get the license from WHMCS after you submit the online form. It should arrive the same day in your email.

I tried to apply for a license for WHMCS here: http://whmcs.com/hostgator/index.php but it wouldn't accept the domain name. i have a dedicated server at hostgator, and on the hostgator page it says i should be able to get WHMCS for it.
