Agora Cart is no longer available in cPanel.
Instead, you can download the installation package:

That page no longer has links for downloading agoracart. It states that agoracart can be enabled in Cpanel by the hosting company. Is there anyways you could enable this in my Cpanel for me since i can no longer download the free version from this download page?

Looking at the Agora Cart site, I don't see a lot of activity. The last time the Site Admin posted in the community forums was June 2011.
